History:
Earthworks was created in 2004 by a merger of two pre-existing green
groups: the Mineral Policy Center (MPC, founded 1988) in Washington,
D.C and the
Oil and Gas Accountability Project (OGAP, founded 1999)
in Durango, Colorado.
The merger was
engineered by the Brainerd Foundation, the private charity of
Seattle-based software multi-millionaire Paul Brainerd. The story is
told on the Brainerd Foundation website,

Paul Brainerd-gave Earthworks a
Brainerd Foundation Challenge grant to change things.
The foundation's profile of Earthworks says, "The
most readily visible change is the new name. They found that people,
even supporters, were confused by their name. Was it an industry
group or a think tank, they wondered, and if it was a think tank,
why was it running these activist campaigns? So Mineral
Policy Center
became EARTHWORKS. It also merged with a group that worked on oil
and gas issues and formed partnerships with other organizations such
as the Center for Science and Public Participation."
Brainerd also thought
the Mineral Policy Center's original anti-mining
purpose was too limited. The "group that
worked on oil and gas issues" was the Oil
and Gas Accountability Project, which had
developed strategies to conduct strong anti-oil and gas
campaigns.
Brainerd also thought the
two
newly merged groups needed technical
backup for credibility, which is the
reason his grant required
Earthworks to partner with the
Montana-based Center for Science in Public
Participation and others.
The Mineral Policy
Center had previously been operating a "No
Dirty Gold" anti-mining campaign
that was effective in damaging mining operations
and would serve as a good template for an aggressive anti-oil and
gas campaign. The No Dirty Energy campaign first emerged as the
No
Dirty Oil and Gas project, abbreviated "NoDOG."
At the same time Paul Brainerd was merging the
Mineral Policy Center and the Oil and Gas Accountability Project
into Earthworks, a Canadian green group called the Dogwood
Initiative was building a coalition to destroy the financial
credibility of oil and gas companies. Read their

On Nov. 15, 2006, Earthworks registered
the websites
www.nodirtyoilandgas dot com and dot org.
In
late 2006, an anonymous person sent a warning memo to an oil and gas
association, spelling out the details of a planned 3-year campaign
to destroy the oil and gas industry in the Western United States,
2007-2009. The predictions for 2007 and 2008 have so far all proven
correct. The "NoDOG MEMO" became a cause celebre in mid 2007 when it
was spread to many analysts and petroleum industry people. Read

Memo here. The Oil and Gas Accountability Project has claimed
the memo is a fraud written by an oil company lobbyist, which begs
the question of how an industry lobbyist would have such accurate
detail on green group events months before they happened.
