  • Special situation: Downwinders At Risk was involuntary dissolved by the Texas Secretary of State for failure to file reports on September 30, 1998. It was reinstated September 21, 2000.

  • Assumed name: On October 17, 2000 the group obtained an assumed name certificate as the Blue Skies Alliance.

  • In 2000, the Blue Skies Alliance received a $2,500 grant from Texas Fund for Energy and Environmental Education, Peter Altman, executive director. This links Downwinders At Risk to the anti-Exxon Mobil campaign, albeit marginally.

Board of Directors:

  • Becky Bornhorst - Ms. Bornhorst is a housewife and mother of two who lives in DeSoto. She pressured the state PTA to pass a resolution against cement plant kiln incineration.

  • Sandy Breakfield - Ms. Breakfield is a Dallas resident and mother of two. She is an accountant with her own business. Ms. Breakfield is treasurer of the Downwinders At Risk Education Fund. 
  • Reecea Henderson - Ms. Henderson is a mother of two and a resident of Burleson.  She has been vocal in environmental fights in North Texas including advocating against use of area water bodies.
  • Ann Hubener - Ms. Hubener is a Duncanville area realtor. She pressured that city’s Council to pass a resolution against cement company TXI in the hearing  process. 
  • Merle Roten - Ms. Roten is a Cedar Hill realtor, mother of two and active in local politics. 
  • Jim Schermbeck - Mr. Schermbeck is the incorporator and registered agent of Downwinders At Risk. He has been involved in environmental advocacy throughout Texas and the nation for 20 years. Most recently he was North Texas Area Program Director of Texans United, a statewide advocacy  coalition opposing businesses.
  • Advisory Member:
    Sue Pope - Ms. Pope is the driving force behind the founding of Downwinders At Risk and its "spiritual leader." She’s advocated against TXI kiln incineration since 1991. She serves on the local Dallas area advisory council of the American Lung Association. She is a mother of a grown son and a Midlothian resident. She is nationally known as the “Lois Gibbs of cement kiln incineration.”
